Kawakami Bansai

Kawakami Bansai, also known as Deaf Man (tsunbo koto) or simply Tsunpo, is member of the Kiheitai, an extremist Joui faction bent on causing world destruction, and the hit-making music producer for newcomer idol Terakado Tsuu. When producing music for Tsuu, he uses the pseudonym Tsunpo to conceal his identity. Tsunpo is a deragotary term for hearing-impaired people.
