Isshiki Makoto is an operative of the Bahbem Foundation, the outfit which has ambiguous but powerful links both to TERRA and the RahXephon project. Isshiki was raised with Kisaragi Itsuki and Helena Bahbem as a brilliant potential instrumentalist, but he was perpetually inferior to them, over which he still nurses deeply hidden resentments. As things fall apart Isshiki inserts himself and later takes over the TERRA command structure, aided by a mysterious lieutenant who has a strange, very strong resemblance to Reika Mishima.

Mr Isshiki is an
inspector with the Earth Federation. Outwardly, he claims to be a cooperator of
Terra, but he appears to be acting with a much deeper purpose in mind.
