Shinobou is as nice a girl as you could hope to meet, though shy and sometimes soft-spoken, she always tries to be cheerful when the atmoshpere may call for it, but is easily flustered and panicked. She has a serious crush on Keitaro due to how nice and caring he is to all he knows, but her shyness often prevents her from acting on her affections and telling him so. Shinobu has a talent for drawing and her feelings for Keitaro are often displayed in such a manner. She is best friends with Su, though they are polar opposites. Shinobu doesn't like fighting, but will stand up for her friends if she needs to. She is an excellent cook.
In the Manga:
She lives in the apartments right away and gets a rather bad meeting with Keitaro while he's fleeing an angered Naru. Thereafter she is the target of many perverted accidents and misunderstandings which result in her crying and running away. Since these are viewed often in the beginning as Keitaro's fault, he's always the one who gets punished. As she come to terms with her feelings and what it means to be grown up, she stands up for Keitaro and others more often, but becomes flustered if her own feelings for Keitaro are called into question. She is byfar the most innoccent of all the girls, as she doesn't seem to have a mean bone in her body.
At the end of the manga, she has developed rather nicely both in terms of physical appeal, confidence, and emtions, though it's implied she still has feelings for Keitaro.
In the manga:
Most of the anime episodes seem to center around her as well as Naru and Motoko, making her a fan favorite. She has one friend at her school aside from Su, a girl named Akiko, and became rather jealous when Su and Akiko started hanging around each other. If forced to fight someone, her weapon of choice is a frying pan. As the series nears an end, she is seen less and less in the company of Su. She also lives with her parents who are about to divorce in the start of the anime.
Her Family:
Her father: He seems to deny any "other woman", despite what his wife says and seems rather possessive of his daughter at the start. We later see him in the Christmas Special where it's revealed hes' a cab driver and seems much more likable.
Her mother: She dislikes the Hinata dorms, thinking the girls there are trouble.
Her relationship with Tama:
She often objects to Su's attempts or teasings to eat her and often displays confusion and mild distaste for the turtle's liking for girls, as Tama is a girl herself.

In The Anime:
Shinobou was not a very popular girl at her Jr. High School because the popular ones always seemed eager to get her along with her friend Akiko who they gave dreadful make-overs to. To Shinobou, Akiko was really her only friend at school even though she knew Su went to the same school. Poor little Maehara's parents were arranging a divorce by the time she met Keitaro and saw he had sketched her and thought he did it to be "funny", but wanted to return it to him when he accidentally left it. She was greeted by Kitsune, Su and Naru who all started making fun of Keitaro by asking him if she was his new girlfriend when he made the scene and caused her to run away. Su told Keitaro "You made her cry, you made her cry", when it was really the three girls' faults. She came back because Keitaro showed he such respect and became a resident of the Hinata Apartments. (in the manga she calls him Senpai, meaning upperclassman)
She is Su's first beset friend since they are both thirteen, yet seem to be polar opposites since she is sometimes timid, quiet and polite and unuse to sexual situations (in the opening when Keitaro falls in the hot spring Shinobou runs away crying from embarassment) and can get big teary eyes and huddle in the nearest corner if she beleives what Naru calls Keitaro's perverted ways. Even if she is Su's first best friend, she always refered to her by her last name and only called her Koalla out of anger because Su robbed her of her first kiss (no, Su isn't that kind of girl, she's just very loving)and realized that Su really wanted to be an even closer friend by trying to help her get her first kiss from Keitaro, since by this time she has developed a large crush on him like Motoko.
In The Manga:
In the manga the author puts poor little Shinobou in a lot of embarassing situations with Keitaro, the first being him seeing her after falling into the hot springs on his first night, and many accidentally-perverted misunderstandings to follow. Shinobou becomes more mature as the manga goes on and more open to the fact that she has a thing for Keitaro, but knows the age difference between them; yet one some level doesn't seem to care. While she keeps her crush on him a secret in the anime, it seems to be well-known even by Keitaro in the manga. In an attempt to feel more mature while on a "date" with Keitaro, she accidentally became drunk and dragged him to a hotel she had booked into while feeling sorry for herself--in her state, she sorta wanted to do "it" with him because she thought he'd already gone that far with Naru--only realizing two seconds later that what she was doing was perverted!
During the epic with Su, Shinobou was recruieted into Su and Kitsune's plot to keep him from Naru, but her feelings for Keitaro allowed her to let him out. She was surprised of what a "lady's man" he had become when he thanked her with a kiss on the cheek. In the end, she willingly put her feelings for him aside so he and Naru could be together.
Four years later, it is apparent Shinobou is STILL in love with Keitaro. She also becomes a little more mature physically like she always wanted to be.

Shinobu becomes a resident in the girls dormitory when her parents were getting divorced because she didn't want to leave so Keitaro took her in. Ever since that day she has had a crush on him and he thinks shes cute but just young.
