Mutsumi has low blood-pressure and prone to fainting half the time. She also seems fairly ditzy and simpleminded as if she were still a young child. Always happy and with an annoyingly possitive outlook on things, she can get on won'es nerves. Mutsumi is suspected of being the Promise Girl from Keitaro's past and is very open about her crush on him.
She was the original owner of Tama.
In the Manga:
She moves into the Hinata Apartments after her apartment burns down (on Valentine's Day, of all days!) and instantly takes to the hot springs, often passing out. Her family raise Hot Spring Turtles, little turtles with fins that act as wings so they can fly!
In the Anime:
Keitaro literally bumps into her on her first appearance and soon admits she thinks Keitaro is cute, much to Naru's annoyance. She lived in an appartment with Amalla, and unexplainably moved into the Hinata Apartments a few times, apparently becoming a true and permanent resident in Love Hina Again.

Mutsumi is a nice and pleasant girl to be around, until she faints suddenly and looks as if she's died with a glassy look in her eyes; which is exactly what she did when Keitaro accidentally ran into her at Tokyo U. She is an anemic, meaning she has very low bloodsugar and half the time seems to be blissfully dazed and spaced-out, leaving her constantly and rather annoyingly cheerful and oblivious to obvious things. Her innoccence can come off as stupidity to those who don't know her and even though she is 21, a year above Keitaro, has been in love with him when she met him in Oakinawa, her home country. Mutsumi likes to greet the people she is or wants to be friends with with a kiss which is what she did to show Keitaro (and later Naru!) that she wanted to be close friends. When she moves to Hinata Apartments she takes an instant liking to their open-air hot springs, though due to her conditon, faints half the time she's in them.

she isn't the girl in Keitaro's memories that he promised about going to toudai but she was there when he promised the girl. She always had a huge crush on Keitaro, when they were little and when they grew up, she is a girl who huge boobs and seems to faint alot because of her illness. She is a genius but failed the test 3 years in a row because she either forgets to write her name or faints in the test.
