!!***POSSIBLE SPOILERS***!!

Dr T, or Doctor Tokioka was the creator of the necro-rise project under Cannon Vulkan. After Cannon gets stopped, Harry employ's Dr T to continue the necro-rise project for him.

After Brandon get's killed Dr T is the one who necro-rises him. And eventually Mika makes her way to living with Dr T and Grave. Dr T from then on gives aid to Grave by keeping him "alive".
