She is a “Time Patroller

Ligene is aggressive and noisy but has an important job. She holds an important item (an hourglass) that has the ability to control time. She is the "time controller" that travels through dimensions of time to help others in danger. She accidently bumps into Kotaru and her hourglass shatters, this causes a huge time interference which results in Kotaru being separated from others in terms of time.
