A cold blooded killer, he is assigned to kill Lucy but failed and heavily injured!

Bando is an elite military opperative who enjoys nothing more than to kill someone. In the first encounter with Lucy she is her childlike counterpart Nyuu. He decides to have "fun" with her by torturing her, but his plans go wrong. Lucy takes over and kills his partner Sato. After this he loses his arm, and gets his other arm broken. Before Lucy is done she blinds him and leaves him to die. Then a little girl named Mayu saves him by stoping the blood flow from the, now blind, Bando. He gets a fake arm that can lift 50K weight and fake eyes that give him sight again and is out for revenge on Lucy. He meets Nana (project 7) who is a Diclonius also, who can sence where Lucy is, he teams up with after she destroys his arm. Eventually he starts to Pick up the beach daily but we do not know why, but he is just waiting and waiting for Lucy to show back up.

Bando is a sick sadist with only fighting and killing on his mind. He goes after Lucy but loses a arm and is nearly blinded. This makes him more dangerous as he his now so determined to destroy Lucy...and anyone that stands in the way of that.

He was one of the top members of the Army. But he loses both arms and eyes when fighting Lucy.
He's too overconfident.
