Kagato is perhaps THE most important character in Tenchi Muyo (and later in Tenchi Universe) since he is the one who caused every character a part from Mioshi to be the way they are. Kagato was a native to the Planet Jurai until he tried to overthrow Aeka and Sasami's father but was not much of a match for the sword known as Tenchi and was banished from the planet for his betrayal. Not one to be outdone, Kagato tracked down Washu who had created a synthetic woman named Ryoko and captured them both; Kagato froze her and used brain control on Ryoko and forced her to attack and half destroy the Jurain palace as a form of revenge. When Ryoko failed to capture the Tenchi sword and fled Jurai with Yosho on her tail, Kagato lost track of her and began a search which took him many years (he arrives the same time Mioshi did because she was hunting him down). He again used his mind control to cause Ryoko to attack Tenchi against her will and tried to take the sword, only to find that Yosho (Tenchi's grandfather) was still alive just as Ryoko was. Yosho told Kagato that no one but a Jurian of pure heart could weild it. Kagato captured Ryoko and reentered space with her as his newly aquired enforcer. Kagato revealed to Ryoko that just as Washu had given her a female human body, he could change her form and even threatened/offered to turn her into a stone with his evil humor. His ship seems to be a gigantic alternate demension since there are so many rules it's hard for anyone other than Washu and himself to keep straight. Washu allowed Mioshi and Aeka to watch as Ryoko and Tenchi fought against him and had full confidence in her synthetic daughter until Kagato enacted his promise and turned her into a statue. Kagato was finally defeated when Tenchi activated the Jurain Lighthawk Wings and not only cut him in half, but his ship as well, destroying him; one of the few villians in the first Tenchi seasons to be killed off.
In Universe, Kagato claims the title as the ruler of Jurai as Aeka and Sasami's parents passed away and declares the two sisters as traitors for not returning to the planet to take their duties and this caused Tenchi and his friends to become on the Most Wanted list in the entire universe.
