She resembles Sarah from Love Hina in formal dress. Years ago Evangeline Nagi Springfeild and lost. It was revealed that, despite the adulterous form she had when confronting him, her real form was closer to that of a 10-year-old, causing Nagi to call her a brat. Undaunted, she admitted to being over 600, to which Nagi concluded she was an old hag, much to her annoyance. He trapped her in a pit and cast a spell on her to remain in Mahora Academy since she would not leave him alone (she was quite shocked when she learned he was a dropout and knew a limited amount of spells). Eva can become a vampire on a full moon and attacks her fellow schoolmates, choosing when to make them vampires themselves and uses technology in the form of her partner Chachamaru. She has a grudge against Negi at first because of his father's unkept promise to come back for her, but soon begins to warm up to him. Another thing that grants Eva power is a blackout, though it's not fully explained why. She can't keep Asuna from breaking her barrier and gets kicked in the face quite often. It is assumed she is Negi's mother, but that dosen't quite link up somehow.
In the anime;
It isn't shown when she is sick and needs Negi to care for her. It also seems to be implied that Eva heself might be somewhat in love with Negi, but tells him magic can't work in such terms as reviving someone. She has sympathy for Sayo and makes her visible to the class as she can relate to how the ghost girl must have felt about seemingly been forgotten.
In the manga;
It's revealed in a dream she was in love with Nagi and lost after being tricked into a pit of garlic juice. Eva agreed to teach Negi to become a magic swordsman only if he licked her feet. A kick to the face from Asuna convinced her to teach him for a tutiton of his blood, however. She often refers to him as "Boya".

Evangeline A.K. McDowell, or "Eva-San" as some call her, is a bit like Sara McDougal from Love Hina, a little girl with a bad attitude. In reality and past, Evangeline was a fairly attractive young woman who roamed about with a small robot named Chachamaru. Her past was something less than noble; Eva is an undead vampirelike witch who wanted the blood of Negis' father so she could gain more power. She was also in love with the Thousand Master, which she admitted when he defeated her. Evangeline is stuck in the body of a girl as young as Negi and cursed to stay within the boundaries of the school because of that curse. Because of this, she hates Negi and is determined to beat him up or kill him, it depends on what mood she's in.
Chachamaru is her only friend, mainly because that is the way Evageline programmed her to be as well as her partner in battles against Negi. She's allowed to leave the grounds, but only if Nonokas' grandfather stamps permission slips every five minutes.
Negi made the accurate observation that Evangeline seems to only be cute when she's asleep, but she can be cute at other times because she looks like a little kid. Chachamaru once assumed that Evangeline cares for Negi like she once cared for his father. Whether that's true remains to be seen.
In her first battle against Negi, she and Chachamaru were clearly too much for him and Eva sank her teeth into him(some people actually thought this was cute because she looks like a little kid), but Asuna was able to kick her away. When she was sick, Negi reluctantly looked after her and seemed to have softened her heart. Her final attack on him was to bite Makie, turning her into a vampire, and having her trick several other girls into the bathhouse the night of a blackout, where Makie assumingly bit them, too. Knowing how much Negi's students meant to him, Eva, failing to seduce him in her more adult form, used them against the pint-sized teacher. They failed of course. When she was finally beaten, Negi promised to help with the curse, causing her both to blush and become angry at the same time.
Eva isn't evil anymore, but she's not much of a good girl, either.

She is a former witch, a spellcaster but was sealed by Negi's father and was promised by him that someday he will undo the curse if she went to Mahora school to hide herself since she is a wanted crimial. She enjoys tea and goes to the tea ceremony and go club. Her partner is Chachamaru. She also has a crush on Negi's dad but went berserk after Negi's dad was pronounced dead. That's her #1 reason for attacking Negi to free herself from her curse.
