The man himself. One of the few that could fight Kenshin on his level, and on top of that enjoy it. Saitou has always fought by the values of 'Aku Soku Zan' meaning 'Slay Evil immediately'. This was very appropriate when war broke out in Kyoto, and Saitou see’s no reason to change his values just because Japan’s entered a peaceful era. The bottom line is that Saitou dispenses his own brand of justice, and he does so with an attitude that is fitting for such a character. Always slightly sarcastic and witty but very serious when it comes to doing his job.

The great thing about Saitou is the question is he good or bad. In the end he is loyal and what is expected, he will do. For him the will of the emperor comes before all else. Interesting fact: based on real, historic figure by the same name.
