Well, that's not really addressed so we will never know for sure. But I know he can go from his true form back to his "normal" form without the beads. That was shown twice if I recall correctly.

But as Tohru only hugged his arm, he wouldn't have changed back to his cat form then. I think he could go from his true form to his cat form directly. Though that would require a girl hugging him in his true form and I don't even think Tohru would want to do that...

In the anime he does go from his true form to human then he hugs Torhu and changes into the cat. That really was a sweet moment.
