Give credit where credit is due: This is a TV movie that Tezuka apparently put together quickly but passionately to protest the Japanese government's approval of GMOs back in 1984. The animation is really stilted, the sound is hokey, and it's horrifically preachy at times, but you know -- it's actually pretty darn fun.
