This is your generic school girls anime. The only addition is a doll (puchhan which adds a bit of spice to the anime. Basicly if you see this anime, you don't need to see anymore school-based kids/teenagers anime since whatever it does generic it does well. That said, like a generic anime, you will not remember it that much though. This is a slapstick comedy with a very very generic story line.

Best Student Council is the tale of Rando Rino, a young girl in middle school. Her mother dies, and she is sent to a boarding school named the Miyagami academy under the patronage of a Mr. Poppit. There Rino meets Jinguji Kanade, the president of the best student council. Kanade takes Rino under her wing to help teach her how to succeed in life. Accompanying Rino is a puppet named Pucchan which she takes with her everywhere. It's only through Pucchan that she can speak her mind, although evidence exists the puppet has a will of its own. Also, there may be some sinister powers lurking within Rino and Kanadae...

I would recommend this series to anyone who is looking for a light-hearted, fun and yet touching anime.
I found the characters the characters to be very likable, the storyline & animation cute, and the humour witty, quirky and genuinely funny (I noticed quite a few parody elements, too!). The voice artists were excellent, too, in my opinion (especially Hitomi Nabatame).
This is obviously not a great dramatic masterpiece, and it isn't trying to be. What it is is a cute slice-of-life-style story with lots of humourous twists. It made me tear up occasionally, too. Definitely worth viewing!

This story takes the high school girl squad theme to a new level with a fairly thorough development of a large number of characters while holding together in an enjoytable theme of lighthearted fun, politics, and utilitarian ethics. Some yuri overtones especially noticeable in the beginning, but nothing I found offensive as a female.

Randou Rino, the series's main character, is the typical absent minded, not too bright, pure and energetic young girl (think a mix of Osaka/Ayumu and Tomoe) who has a sharp mouthed, rude, witty puppet on her right hand accompanying her all the time. She was orphaned in the past, and through a series of events ends up as a member of the student council at an all girl's school, the leader of which acts as a gentle and kind mother replacement for Rindou. Along with a variety of other student council members, Rino develops a relationship with her new found 'family' through a series of wacky events that make up the heart of the series.

That said, Gokujou Seitokai is a mix between student dormitory life drama and wacky comedy (often heavily reliant on Pucchan/the self-thinking puppet's crazy and absurd behavior). First of all, everything happens within the context of the area of the school grounds and the immediate surroundings. I found the first few episodes to be extremely enjoyable as we have an interesting mix of character personalities that while not extremely memorable individually, create quite a strong bond overall. But as episodes passed, I just found this series to be too repetitive.

The storyline development of this series begins with a few episode focus on the main character. Following this is a little background information about how the student council operates with the Assault team and Intelligence team. After that, we find out a little more about each character as an episode is devoted to each character to give them a little more history and depth. In the end, we basically get a general understanding of how and why this student council is made in the first place.

In general, there's not really any sort of storyline direction in this series. Things just happen from day to day, mostly revolving around the characters on the Student Council. In the end, this series is pretty forgettable. After a few episodes, you start feeling accustomed to the general pacing of the story and comedy. I thought it was pretty interesting in the beginning but the novelty wore thin after some time. Not really something that you really are motivated to watch straight through due to the lack of a storyline, but pretty enjoyable from time to time. Give it a shot and spread it thin and I'm sure most people will enjoy this to some degree. Otherwise, you'll most likely be turned off by how 'flat' the character personalities are and how 'repetitive' everything turns out.

I saw all 26 eps :D

This is a great comedy/sliceof life anime, I think it deserves to be more popular than it is.

It's wacky, crazy, , just fun. it was silly at times but it worked (didn't come off as idiotic) though other animes can't (ie love hina)

It's for shoujo fans who just wants a fun anime who don't mind a bit of silliness.

recommendations: gakuen alice, akazukin cha cha

What to say... The truth is that Gokujou Seitokai has a whole a lot of good things in it and should be liked but I just can't get excited about it.

Let's take characters for example. There's a whole bunch of them with extremely varied, distinct personalities. They all get their episode, so no one remains a mystery. Why they are what they are now is explained properly. They do a lot of fun things together. They play very well together. The series does a great job showing how deep their friendship is. And despite all this, I just can't really care about them. I almost felt ashamed of my indifferent attitude as I watched. The only reason I can give is that there is simply too many of them. The overwhelming amount angst from their past just rolled over me and left me unsatisfied.

The story is wacky. Wacky can be good and it can be bad. Gokujou falls in the latter categorie. The whole idea of this extremely powerful girls' high school was a bit too much for me to digest. Instead of laughing with the incredible things happening, I mostly shook my head: 'Please, do I really have to accept that?' It doesn't help that the big picture is quite torn as every episode concentrates on a different girl and makes the plot way too jumpy. The end is pretty violent (both speaking figuratively and literally!) as a whole bunch of secrets are revealed and explanations given. Not really too satisfying: it had too much of deus ex machina feeling even if the elements were out in the open for the whole series.

The animation is mediocre. Character designs are plain, which is actually a good thing. This is a shoujo series without the extra dressing of pretty boys and girls and characters look very realistic (as far as cartoon characters can). No disproportioned bodies or overflowing hair. Yes, you heard me: no fanservice here, move along. Music was really unimpressive not really giving any contribution to the mood and the voice acting mediocre.

As nice as a series Gokujou appears to be, I have to admit that it maybe too much for girls for me to like. It has cool ideas and humor, nice characters and a fresh look but left me cold. So despite my opinions, give the series a change. It has deserved it.

Fun, light comedy. Rino is so dumb, she makes the series hilarious. Basically it's about everyday happenings in the life of the student council at a not-so-average school. Each character has an interesting history, and finding out where each girl comes from makes the series feel more meaningful and not so marshmallowy. But in general it's good fun and cheery. I'll update once the series ends.

Miyagami Gakuen Maximum Authority Holding Highest Level Student Council, otherwise known as...

Gokujou Seitokai!

The story begins with Rando Rino, an orphan who found herself following the instructions of a pen pal, to arrive at Miyagami, where she would find an apartment. It burned down when she got there however, and she decided to look for the elite high school Miyagami was famous for, in hopes that they would accomodate her living arrangements somehow.

Upon arriving at the school, she was automatically voted to student representative, from there, Student Council, and eventually, Secretary of the Gokujou Student Council. It seems the president really favors her...

Who is this mysterious Jinguuji Kanade, who seemingly has so much more authority than your normal Student Council President? And how is Pucchan, Rino's hand puppet, able to talk...?

I personally didn't think much of this anime until the characters were further introduced, and you begin to realize the reason of the Gokujou Council's existence... and before you know it, you're drawn into the touching, day-to-day school life of the girls at Miyagami Gakuen, and the works of their beloved President and Council.

This is a really fun anime, that you won't regret watching!

It's hard to evaluate this.
The story is just a composite of copycat stuff, Azu, School Rumble, Marimite, Utena etc.... But the lines are sort of orchestrated. So even plots and characters are familiar in other animation like what have mentioned, the series is still highly enjoyable.

Seiyuu performance is average as the script does not have much room for performance but it's still lots of fun in it, particularly some gags if you can notice. Sound gags are funny though and I give some bonus score on that

Arts is also standard but a few characters are attractive.

Again, if you are expecting nice plot then don't watch this but if you want to watch something silly and gets silly at leisure, try this and you would enjoy it (like me).


Raised the story score to nine despite the early down. The latest chapters is going on track now and the theme is coming on.
Also more and more character developments in later episodes. The story is much more enriched now.


A recommended series after all!

With an opening featuring the same theme of polka-dots and bouncing girls as Bottle Fairy (by the same person, I believe), you know this isn't meant to be too serious. The opening statement is almost a parody of Maria-sama ga Miteru ...

The premise is really simple, but the matter-of-fact incorporation of Puc-chan is, to me, what really makes this show stand out. The plot is mediocre, and Rino gets far too many lucky breaks, protected by bizarre politics. However, many of the scenes are quite humorous, which makes up for some of the lack of story.

The animation is alright - it's mostly fast-paced and lively, while the character designs are left rather simple; music is fine, though I find it odd that the opening song is about falling in love when there isn't a single guy in sight (except that one whose cameo was .. cut short by the cannon .. yeah XP).

The expressions are really reminiscent of Azumanga Daioh (I find them exceedingly cute).

I cannot believe that no reviews exist for this show yet.

I heard it was reminiscent of the ADD-inspired Azumanga Daioh and thought I'd give it a shot. Now I'm 4 episodes in, and hooked.

Then again, I dig muppets. And benevolent dictatorships. This show just happens to feature both, centrally.

The seed for the story is nothing special: Orphaned (??) girl enters an all-girl school to honor the memory of her departed (??) mother. Her only companion: Puu-chan, a Kermit-like puppet with a mind of his own.

It turns out that the school in question, the Miyagami Academy, is run by a student council organization that has, effectively, absolute control over student life. They hold executive power over the students themselves, and even outrank teachers.

OK, so that's a little unusual. But Utena had a secretive, super-powerful student council, you ask, so what makes Miyagami any different?

Well, Miyagami Academy purports to exist in some candy-coated offshoot of the real world, whereas in Utena, well, swords popping out of chests was the norm.

And why should you care? Because in this slice of the possible you get student assault squads, campus *cannons*, and puppets who can pull off Street Fighter combos.

In short: hilarity ensues. Wild, lightheartedly violent hilarity, that is.

You will believe that a puppet can fight, eat, and talk down mobs of angry school girls.
